The Serene Systems period of Orion's Arm describes an age of geo-political accommodation and stability dominated almost exclusively by immortals and the well-born retinue they maintain in their courts. It begins with the settlements at the end of the Warring Lords period and the establishment of a number of enduring interstellar institutions such as the Council of Governors and the Order of Mercury and lasted nearly as long as all the other Historical Periods combined.
Even though the well born can and do act like feuding families, the immortals are non replenishing and have had millennia to work out their differences. A different arrangement emerges during the Serene Systems where immortals tend to behave more like pathenonistic gods, than factions in a city-state.
Even if there is a hierarchy and modes of vassalage, they find a steady state in an arrangement of greater autonomy, independence and isolation than is typical of political parties. There are many fiefs because in this universe where there are more immortals than inhabitable planets/moons and certain immortals have possession over numerous systems, the estate system with many fiefdoms became the appropriate steady state for the immortals who either couldn't or didn't want to achieve power over others. Titles give them permanent, ancestral, possession over certain places which are recognized as legitimate by the entire immortal community above and beyond filial allegiance. Subject of course to intense discussion and rather steady contestation.
The Council Of Governors have the Registrar Of Bodies to maintain the registries of title and have some members who's role it is to try to ease tensions before they become subject to force such as Duke Genovese.
