There are 37 seats on the Council of Governors and they are all occupied by immortals... some are the ambassadors officially appointed to the council from their respective government (such as Sassari and Juneau), others are rulers of large multi-planetary populations (like Jean Duvillard and others are independent actors with significance to the council based upon the various different activities it oversees (like Alessandro Genovese overseeing the Order of Mercury). All have titles and possessions as would be fitting someone of stature and renown in the immortal community.
No grand master of the Order of Mercury is a member of the Council. Vico is a grand master and therefore was officially appointed to the OoM by the Council (a long time ago) and reports to them similar to how officials in the us agencies report to congressional committees. But, as I said, that official formality has long since faded into a much more informal (personal) structure. So, it is much more important for Vico to have the confidence of Genovese than all 37 members.
The Order of Mercury has a conclave of grand masters every other year to discuss matters inside the order but as I explained in a previous email, each grand master has his own autonomy based upon the direct authority granted to him by his appointment by the Council. The conclave is significant because it ultimately assigns the budget... but many grand masters have independent revenue sources to support their on-going projects and endeavors. The nature of these revenue sources varies in their legitimacy.
