The location of the center of a stellar system is measured using radial coordinates from the galactic center with three dimensions:

From this coordinate, navigators and cartographers use another set of three coordinates to located the planetary bodies, asteriods and other interplanetary objects in respect to the gravitational center of the stellar system.
This coordinate system is used to chart routes and define territorial boundaries through Orion's Arm. However the coordinates of only a small fraction of stellar and planetary bodies survived the process of Resettlement and locations need to be constantly updated due to galactic rotation and other gravitational influences. As a result, there is a lot of ambiguity regarding exact positions of territorial possessions and many objects important to navigation are unmarked. The Mercurian Messengers along with the merchants of the Hydran Planets and Republic of Rimini are known for maintaining fairly good galactic records and the harbor master for each planetary body usually keeps detailed information about the objects in the stellar system.
