When the revolutionaries on Bayonne overthrew their king, Jean Duvillard, executed the immortals at the Bayonne Court and formed the Commonwealth of Orion, many of the remaining immortal subjects of the empire fled to the June Court. During the thirty years that they have been in exile, the Emigrés have lead efforts to try to regain control of the empire from the revolutionaries, but none have been successful.
Once the Commonwealth defeated the First Alliance of Divine Lords, most emigrés were resigned to the fact that there would be no swift recovery of their previous possessions. So many have taken up a more permanent residence at the June Court, waiting for their time to come. When the Republic entered the war against the Commonwealth, leadership of the lords in exile and command of the counter-revolutionary forces fell to the empire’s previous ambassador to Juneau, Pierre Louis, Marquis de Rochelle. He has also been acting as the official temporary head of legitimate government of Bayone even though he lacks any de facto force.
As a condition of the armistice with the Commonwealth, the Republic agreed to recognize the People's Committee on Public Liberty as the legitimate government of the territories of the former Bayonne Empire and their authority to appoint a new ambassador to represent the Commonwealth. When Emma Marceau was chosen by Maximillian to represent the Commonwealth, the Marquis threatened to leave the June Court in disgust. But, cooler minds prevailed and he along with a number of other immortals in exile decided that it was better at this juncture to work by subtle subterfuge than offend the Peers of the Republic.
