Survivors Of The Plague

At the time of the Plague, the people who were aboard a number of the orbital cities under construction were unaffected by the auto-immune reaction. Of those orbital cities, the ones stationed above a planet habitable for humans at that time were:

There were also a number of separatist colonies disconnected from the quantumnet, reliant upon their own resources, and a hodgepodge of people who survived due to an idiosyncratic reason such as being on a wildlife preserve or on a survey team in the arms of Sagittarius or Perseus.

Part wildcat rig, part McMurdo base and part rail head camp, the people and organization of these operations can best be imagined as similar to property developers in the American southwest of the 21st century. On site, there are engineers, technicians, surveyors, laborers, supervisors and managers associated with construction, telecommunications, energy, irrigation, transportation and terraforming machinery who are working on the infrastructure along with the marketing, publicity and sales arm of the developer and all the people associated with the temporary lodging.

Many companies would be providing specialty services to the overarching developer, with technical workers they supply themselves plus general skilled workers and inspectors/regulators. Unlike the rest of Orion's Arm, these people know how to work with and repair equipment which is capable of being operated independently of the quantumnet. But, all of their equipment would be designed and manufactured elsewhere and tailored to efficiently provide the services that the company is contracted to do rather than provide generally applicable habitation. While the workforce itself is essentially composed of people who are the most self-reliant, autonomous individuals, along with a lot of high risk takers, speculators and hustlers and other people who don't fit into the typical corporate/national societies.
