The Republic of Juneau has a Parliament which consists of a House of Peers and a House of Members. By the Constitution of the Republic of Juneau, all immortal citizens of Juneau are a member of the House of Peers and may sit in attendance for any of its sessions. The House of Peers must, by majority vote, agree to any legislation in Juneau but it is up to the House of Members to create legislation and form a Government to administer the law.
Also by constitutional provision, immortals are forbidden from serving in the Government so the Prime Minister and his/her fellow Ministers are all mortals. As a matter of course though, the well-born take up a great many of the seats of the House of Members and the Prime Minister is almost always of that class. Since it takes a while to develop the prominence to be elected by a district, there are many famous families who have waxed and waned over the millenia and, due to their longevity, the immortals cannot help but influencing the composition of the Government by favoring certain families over others.
Immortal citizens of Juneau are referred to as Lords and Ladies of the Republic and they hold many properties, estates and residences throughout the planets of the Republic. The number of Lords and Ladies was fixed at the time of Resettlement when the newly created Parliament enacted the Oath of Allegiance. Those who refused the Oath became ineligible henceforth from citizenship. As a condition of the Oath, the resettlement of planetary bodies required an official charter by Parliament and it rendered null and void any claims made by a citizen of Juneau outside of a charter. As such, all estates owned by a Lord or Lady of the Republic is registered as belonging to the Republic of Juneau.
Over the millenia, a number of Lords and Ladies have been banished, exiled or executed for violations of their Oath, or for treason. This was particularly prominent during The Warring Lords Period when Juneau found itself in a prolonged war with Lord Hydran and Prince Konig. But, upon its triumph, tensions inside the republic settled down and no Lord or Lady has been brought before the High Court in over four hundred years.
