During the Carina Renaissance, Dalilah Tai is the empress of the Rhine and the Principality of Ipoh. Officially, seven other heads of state owe allegiance to House Tai, including House Gresham and the Brotherhood of David and Sisters of Sarah. Dalilah founded Ipoh along with her kin during Resettlement and assumed her imperial position upon the defeat of Luther Konig which brought about the beginning of the end of The Warring Lords Period. She holds a position on the Council of Governors and The Empire of the Rhine is one of the three major powers of the Cygnus Line along with the Kingdom of Bayonne and the Republic of Juneau.
Rhine is one of the seven major players in the Settlement of Sagitarrius. Yu'on and the Federation each make claims that no one expects them to be able to defend. The Order of Mercury is interested in extending its jurisdiction to Sagitarrius and seeks to install its operations at a number of strategic outposts in the area. House Gresham has one of the strongest claims through Nomen and commands a large fleet of ships due to its close relationship with Terra Nova and a number of financial houses in Carina but does not itself have a large population. As a result, Bayonne, Juneau and Rhine appear to be in the strongest position, militarily, politically and financially, as of the time of the convocation.
However, the decision of the Council of Governors is as much about a balance of power as a fair settlement. Rhine is by far the most significant threat to the duchies in the Midlines and the rise of House Gresham would exacerbate pre-existing tensions between Gresham and Rhine, possibly leading to a fracture of the Empire. Meanwhile, Tiverton's influence among members of Parliament complicate the message of the Minister of State sent to negotiate for Juneau. And, on account of his role during the Three Wars of Luther, Duvillard has always been conservative when asked to press the claims of his lords against the princes of the House of Tai.
